How do I make a portable bootloader?

Specs: Windows XP
Can somebody please give me a clear explanation on how to make a portable bootloader? I would like to make an OS, and I feel the bootloader is the place to start.

I think Linux systems make some of the best bootloaders out there. Grub is my personal favorite. Microsoft's is garbage allthough I kinda like the new Windows 7.

That being said, what is it you are trying to do. If it is making a bootable CD then try some of this...

You will need to get an ISO burner. My favorite is IMGBURN...

My favorite ISO is KNOPPIX...

If you are willing to pay and Linux does not float your boat then I recommend looking into Symantec tools like Ghost or System Recovery. They use Windows and have cool tools like KNOPPIX.

Be aware this stuff is at a new level of computer understanding than most users go to. They are "Broken By Design" which means they are setup not to work out of the box because the designers do not want the casual user to mess with this stuff until they reach the level where they can fix it.
