how do I get rid of message pop-up

cant get rid of a msg that comes at the top of my screen thats says internet explorer is currently running with add ons disable every time I hit the x it comes up again every time I am go to another screen how do I turn that off

The pop-up means precisely that. Internet Explorer is basically running in what Firefox would call Safe Mode--all add-ons are disabled to ensure that IE (Internet Explorer) is running properly.

You either are opening Internet Explorer with Add-ons Disabled, or there is a serious conflict with one of your add-ons that you need to resolve. You need to go to Tools in the command bar--the gear icon that appears toward the top right-hand corner of IE, and Manage Add-ons. Find any add-ons that may be causing the problem, and remove it.

However, if the problem persists with your browser, I would go to Tools -> Internet Options, and go to the Advanced tab. Click Reset Internet Explorer. In this case, everything is set back to defaults. Install only plug-ins or add-ons that are absolutely necessary--these would be Java, Flash, and Shockwave, and stay away from adware add-ons that will crash your browser.

This is about the best advice I could give in this situation.
