How do I find out what program is using a file? I am trying to delete the folder, but it kept telling me "Cannot delete folder: It is being used by another person or program"
BUT NO PROGRAM IS RUNNING AND USING THE FOLDER!
How do I force delete a folder in Windows? I mean why can't there be any way of force deleting a file even though its being used?

Restart the PC and then delete the file.
If it still shows as in use then it is an is being used by a program in your startup group. Disable the program from starting and it won't be in use or use Task Manager toi end task on the program/process.If it is an essential program then you may/will have issues starting up again.

What folder are you trying to delete?
If you are trying to delete a folder for a program, that's usually a bad idea. You are supposed to un-install the program in Add/Remove programs if there is a listing for it there, not delete the folder for it before you un-install it. The un-install may do that for you, but if it doesn't, you will be able to delete the folder AFTER having run the un-install.
Some folders that Windows uses can't be deleted by default and there's a good reason for that - it considers them essential - if you could delete them Windows may no longer work or some feature of it may no longer work. The folders that shouldn't be deleted are made that way so it is harder for amatuers to get themselves in trouble by deleting the essential folders.

Obviously it is being used or you wouldn't be getting the message.
There are lots of programs running you aren't aware of - some are loaded as part of the standard Windows software, and in addition to that some are loaded when the Desktop is first loaded as Startup programs - almost all of them by programs that didn't originally come with Windows.

You could use something like what lurkswitihin suggests, but if you don't know what you're doing, as in you are an amatuer and don't know enough about what the consequences could be, you can easily get yourself in a lot of trouble.
If you are trying to get rid of a program, un-install it in Add/Remove programs if there is a listing for it there.
If you don't know what a folder is for, don't delete it! Ask someone what it's for.
