how can I reformat with no xp cd?

How can I reformat without an xp cd, any way around? dsl is as slow as dial-up, so I tried to de-frag, now it throws memory reference errors every time an internet window is closed. If I need the cd, please direct me to the cheapest place for one, thanks all!

Well....
You don't exactly need the CD to format your drive (there are other ways), but you are obviously going to need to the CD to reinstall Windows.
The cheapest would be an OEM CD. Or...if you still have the COA from your original XP, you should be able to just purchase the XP CD itself with no COA fairly cheap.

sorry, but whats the coa? this pc is a Dell about 8 months old, I have the product key but thats it. can you explain what an oem cd is?

Well...
If it's a Dell, you might have a recovery CD of some sort, or an actual partition on the hard drive that has the recovery software on it. You might want to look into that before you purchase the CD.
The COA is the sticker with the product key on.
An OEM (Original Equipment Manufacturer) CD is the type issued with a new pc, etc. It does not come in a retail box, and does not contain a full manual...just a startup guide and such.
The OEM product is always cheaper. XP Home OEM is going for around $80 these days. The XP Home Retail Upgrade (qualifying product needed) is around $100.
