How 2 get rid of HotBar

This #$@จ%จจจจ software got into my computer n I just don't seem to get rid of it.
It opens every time I run IE or Windows Explorer. It attaches itself to the tools bar. Its name is Hotbar. I have tried to remove through the Install/Uninstall in the Control panel but this little sh... is not even there.

Any idea how/if I can erase the darn thing?
