bob country is right; simply register at the Hotmail site.
Anyone can sign up for a free Hotmail account. Only those who have MSN as their ISP can get MSN accounts.
At least that's the way it works with me; MSN's my ISP.

I don't use MSN as my ISP but have an @msn.com address...
Some time back when I registered with hotmail.com...the only option was @msn.com...then later when I needed to register for an additional e-mail with them...their only option was @hotmail.com...
Go figure...but you go there now and register with the same name and it should give you an @hotmail.com address in addition to the @msn.com one that you have now...
