History: Time/Date Stamp Incorrect

I am using Windows XP Home Edition and IE7.
Here's the problem: Every time I go to History and right click on an entry and choose "properties", the time/date stamp for "last visited" displays the current date and time instead of the actual date and time the site was last visited. Why is this happening and how do I fix it so that it displays the correct information?
