High memory usage

I've got 1GB of RAM, and today installed the Google Deskbar for the first time. I activated a "System Monitor" plugin, which is showing me to constantly be using at least 48% of Memory, even when my computer is idle.
I tried pausing indexing but there's been no drop off.
I don't have any other programs running in the background that I know of, other than the standard anti-virus anti-spyware stuff.
Is it normal for this much RAM to be continuously used?
The bottom line is that the "system idle process" idles. In other words, it does NOTHING!
If it's "using" 95% of your CPU resources that means that 95% of your CPU time is available for something else if only something else was able to run. This is a GOOD THING!
