High CPU usage

OS: XP Pro SP2
CPU/Ram: AthlonXP 3000+ / 640MB

My PC is being slow and unresponsive. It takes a few minutes to boot up too, whereas a week ago it took only about a minute. My CPU usage is high a lot of the time - 90%+ - but the system idle process is high too, over 50% for a lot of the time. Isn't this just wron; should system idle be high only if there is low cpu usage? Could a process be hiding itself from the Win Task Manager? Maybe I have a rootkit....?

After further poking around, I have founf out that my HDD is running in PIO mode; could this be the problem? It was on DMA a few weeks ago

Have you been monkeying around with it either in the BIOS or inside the case?
