To see that hidden folder: click My Computer->Tools from the menu bar->Folder Options->View tab->under Advanced Settings, under Hidden files and folders, select Show Hidden Files and Folders option. Clear Hide Protected Operating System files. Now you can see it.
For those .cab and .$$$ , you can try to move them to the Rycicle Bin to see if your system still works OK while doing some research about them. Just leave them there for a while to see if there is any problem . If there is, you will have a chance to restore them.
Hope this helps. Bye

If you are not sure about those files, leave them where they are.

Try some tweak programs (powertoys from microsoft, tweakui, etc)...they can access hidden features of XP...like on my system, hidden files are automatically unhidden...and I can treat them like regular folders
