Hickup in sound every 15 seconds

CPU/Ram: Athlon XP2100/512Meg

In playing any sound source (i.e., cd audio, internet, mp3, etc.) I get a brief fraction of a second drop off or cutout in the sound every 15 seconds. It is regular as a clock. You could set your watch by it. Any ideas as to what is causing this Hickup? I had it in Windows 98SE and upgraded to XP thinking it would solve the problem, but no luck. Any help would be greatly appreciated. Thanks

thats a hardware problem, not software.
change out the sound card
