hibernate problem

when i goto power options in control panel and goto hibernate tab and select enable hibernate and press either OK or Apply i get this error "Power policy manager unable to reserve hibernate file" "The process cannot access the file because it is being used by another process". Well the hibernate file isnt on my computer and i have about 35GB space left on C drive. Please help thanks
