Help, xp networking problems

Ive been trying to get this new laptop i baought to connect to my network for almost 9 hours now! Anyway, here is my problem:

I can't see other computers on my network, also I can't connect to the internet (I have a server runnning ics) through this computer either. I have other computers that are working perfectly fine (on windows98se), but for some reason I can't get stupid xp to be on the network.

When I run the network connection wizard, somtimes I can see it come up on the network, but after its completed its not connected anymore.

Why is this? Any idea whats wrong? Thanks!

Oh yeah, and on the computer it says that both my wireless and cable networks are connected. But they arn't!

Have a trouble shooting program (this is a toshiba laptop) and when I run it, it says "IP address was not set properly"
I have it set to obtain it automaticly, I have also tried setting it manualy with no luck.

I have been asked by a small nonprofit home for the homeless to setup 3 XP-Pro computers on a network. The home has AOL dialup. They want each computer to be able to connect to AOL through a network connection to the modem. I have worked with networking and Linksys router DHCP but not with dialup. The other thing is they use this same phone line to make calls so the modem can only connect as the web is used.They also don't want to have any one computer on for another to connect. If I can I would like to use a DHCP router somehow any clue how I can. Or am I out of luck. There are two reasons I'm tring to do this. One I have never done it. Two this way the homeless people may find jobs or some help by using the internet. Thanks for any input.
