Help With XP - CDRW Detection & Shu

Please help. I have the following problems and I am running on WinXP Pro.
1. I have a Plextor CDRW 12/10/32SE a SCSI CDRW External, at startup the SCSI card is able to detect the CDRW but in windows it is not able to do so. I should say it is not able to detect for 8 out of 10 times.
2. I have installed Roxio earlier which has said to have caused me shutdown problems. I have removed all of it but still I am not able to shut down. What are possible problem are they?

I have tried the above but still in vain. Still cant shut down my computer and it stills restarts as usual. Also, my cdrw is still not detected in windows althought the SCSI card has it detected.
