To set file permissions in XP, you need to disable simple file sharing.
To do this, from Explorer click Tools --> Folder Options, then select the View tab. At the bottom of the list you'll find the Use simple file sharing check box. Disable this.
When enabled, you cannot access the file/folder permissions dialogue box at all. I bet this is why you thought you'd forgotten? If you right-click any file/folder now, you'll see the sharing and security option.
