HELP! no programs work!

UMMM HELP!!! My computer froze, so i held in the power button for 5 seconds, i resarted and there were no icons, they were there but were signified as an unknown icon. If i try to start a program it tells me that windows need to know what started this program....yada yada yada. It will NOT start any .exe programs, ummmm sum1 plzzzzzz help!!

(copied from pc-mag) try SafeMode restore, Well, the "standard" way is to press the F8 key on your keyboard when Windows starts loading. This can be quite tricky on many computers where you may have a window of opportunity of approximately .2 milliseconds in which to press the F8 key. If you miss the window of opportunity you need to reboot and try again. (arrow to safemode press enter)
once in safemode ,click start,all programs, accessories, system tools, system restore ,and choose a restore point before the problem started. when restore is complete your pc will reboot by itself.

ya u think that i have not already tied that.....i have had this problem before, but could never fix it, i cant even start the restore program, or any other program for that matter, and i get this error box before i login, with sum cracked out code on it like 00 or something
