do you mean actual PC performance or surfing performance? Fo home use: 1-you could upgrade to at least 1GB ram 2-If you have any security suites installed, Norton, McAfee, CA, etc I would uninstall them and use one of the free AV's as mentioned in my sig link plus a free firewall and a good spyware real-time protection. The software I mentioned is all free, if you use your PC for business then you may want to considered some pay software.
That is a start, I'm sure others will jump in soon.

More RAM, more RAM, and more RAM. Defrag will help, and cleaning up your system's startup programs will help too. You'll want to check for, and remove any malware/spyware too. Lots of free tools on the web.
