Hello,
I have a computer where the video card on the main board is getting very loose causing the monitor signal to go in and out.
I installed a pci card, changed the bios to have the PCI card be the primary card for startup.
When I reboot, I see the XP Splash screen nice and clear, but then once that disappears, it's like the monitor does not get a signal...and therefore I just get a flashing green light on the monitor with a black screen.

Do you mean the Monitor cable to the integrated graphics port, or to an add in graphics card. If card, remove completely from the system. If integrated graphics the procedure may vary from MB to MB. Most times there is no hardware mechanism to disable it but there could be. At any rate you should enter the BIOS at startup and reduce the amount of system memory allocated to the integrated graphics to the lowest allowable number. Save and exit. Then tap F8 to boot to safe mode and go to device manager and change the display type to standard VGA. Reboot to standard mode.
