Help i cant enable add-ons

There is a yellow box saying add-ons diabled. how do i get rid of this and enable all add-ons?

click start> right click internet explorer(no add-ons)>properties>Find target>copy and paste the highlighted icon to you desktop or start menu. Open this and your web browser should now open with out the yellow box.

Who cares!!! I think the solution has solved my problem! Anyway, will update u if not. Have tried everything else including uninstalling ie8. Thanks alot!
