You do not say when it happens. Maybe this:

I had this exact problem a few days ago. I was using my computer all day and did a reboot and when it started up after log-in that error appeard. The next day it happened again.
I ran several spyware programs and all it found were cookies. I ran my AV and it found nothing. So then I ran the symantec online AV and all it found was a gator file.
I did research and nothing I found applied to me (no virus, etc).
I did find a forum and a guy mentioned it has to do with his clock. He changed the server it uses to sync the time. I did this and it worked! I've booted up about 5 times since then and it has not happend again.

Put your curser on your lower right side clock and right click.
When the menu pops up go to 'adjust date/time'.
Once the clock pops up click on the 'internet time' tab.Change the server from what it's currently on (mine was on time.windows.com) to time.nist.gov.
Thats all I did and it fixed it. If that wasnt the cause of the problem then I have no idea becase I didn't do anything else to my settings.
To be sure, run a AV and spyware scan to be safe and certain because some worms have been known to cause that error.

I was having this same problem and I got it solved with the help of another site. This is what I did.
1. From the Windows Desktop, click Start, and then click Control Panel. The control panel will open.
2. Double click the Administrative Tools Icon. The admisistrative tools window will open.
3. Double click the the Service Icon. The Services window will open.
4. Double click the Windows Image Acquisition (WIA) icon. The Windows Image Acquisition (WIA) Properties (Local Machine( window will open.
5. On the General tab, click the drop down arrow in the Start up Type box and select Disabled.
6. Click Stop. A window will open with a message stating the service is being found. When the message closes, verify the ServiceStatus displays Stoped. Repeat this step if necessary.
7. Click Apply, and then click OK.
This took care of the problem for me, so I hope it will work for you.
Michael

Thanks PJzero0! The following also worked for me!:
Change the server from what it's currently on (mine was on time.windows.com) to time.nist.gov.
