Hdd issues?

I am working on a Gateway and I know the hdd is not spinning. I took it out and tried another one and got errors as well? I took yet another one and fdisked, deleted partition and tried to setup xp on it but it could not copy several files during install but they were files like notepad, etc... so I continued; now it rebooted to a black screen with a blinking cursor. Nothing works; I cant get windows to load up at all? I have tried fixmbr b4 I tried to reinstall and I tried to repair thru recovery console but it wont let me load the c:windows that it asked me to load up? I got this b4 I actually formatted: \winnt\system32\conf\system\ is missing or corrupt; try to repair. It wont work so I tried the format and reinstall. But I still cant get it to run at all? Please help if u can; any advice is appreciated!
