CPU/Ram: Core Duo 2.33, 3GB
Product: Dell / Precision t3400

When I start Explorer it downloads my home page completely and then kicks to an Explorer cannot connect page and the address reads, http://browser-secirity.microsoft.c... any page I try to go to does the same thing.

If I diagnose the connection Windows does not find any problems with my internet connection.
