Harddrive problem xp

When I plug in a second drive I get this error during Boot. Any idea's?
Stop:c0000221\unknown hard error/

I take it if you remove the hard drive you no longer receive the error message? Also, what is on this second HDD? What type of file system is it using? NTFS/FAT? Do you have any other problems with the system other than this? Yes, I know a lot of questions but I tend to ask them :)
