Hangs on startup

A couple of people have this problem, but no answers yet...until today, I hope :) Everything starts up ok, until I get the Desktop up. Then nothing for about 3 minutes. The event log says 'Background Intelligence Transfer Service hung on starting' Then, after the 3 minutes or so, everything works fine. Any ideas?

Go into your services, and look and see if you have a service by this name, and disable it, if possible. Also make sure you have both DHCP and DNS servers disabled as well, especially if you use a network card, but have no use for either service. Hope this helps.

I've spent hours trying to fix this and I only found a way to improve it but not fix it. For some reason I had 72 megs of chkdsk files and so I ran Disk Cleanup. Windows doesn't load any faster but now I can perform action even though windows is not fully loaded. I still can't use the Internet until it is fully loaded but any other application works. Tell me if you use cable modem or bell sympatico? If I unplug the modem, my computer loads in seconds.
