hall.dll corrupted????

If you turn on windows it states
Windows could not start because the following file is missing or corrupt: (WINDOWS ROOT>\SYSTEM 32\HAL.DLL
Please reinstall a copy of the above file ................ When we push F10 ................ HP invent screen comes on ............... The Starting the System recovering bar at the bottom of the screen comes on ................. Then he HP logo screen appears ............... Then a blue screen shows up with the following message ................. stop C000021a (fatal system error)
the win logon system process terminated unexpectedly with a status of 0x00000000 0x00000000) the system has been shut down ............. we have disconnected all peripheals and internals not installed with the machine ............ we have disconnected cable modem access ................ we were able to F10 to system recovery and have done BOTH non-destructive and destructive system recovery. ................. both recoverys have completed and then we get the blue screen message above again................................................sometimes we get the missing hal.dll message ............. we would like to know ............. what to do next???????????????????
