hal.dll problem

so I came home one night and my computer seemed to have restarted itself and I keep getting the error message on start up that the "hal.dll file is missing or corrupt". I went into the recovery counsel and tried to expand the file from the cd to my hard drive and it keeps saying Access Denied and I can't logon to my admistartor passord, everytime I type LOGON in the counsel notihng happens. I then tried bootcfg \list and it says there are none to be listed and when I try to do bootcfg \rebuild it says I have to run chkdsk. So I run chkdsk \r and it runs forever and then after that I try everything else again and nothing works...what's goin on? any help please?
