Group Policy Order Processing

Specs: Windows XP
Just wondering if somebody can help me with a group policy question. I have created a script to remove an existing piece of software on XP machines and assigned it to the startup scripts for the Computer Configuration in a new Group Policy for AD.

I have then created another group policy to install the new software and assigned it to the Software Installation for the Computer Configuration.

I have set the GP link order for the Software install policy to be higher than the Software removal policy i.e. the software removal policy is numbered 1 in the order.

I have found that when the computer it is assigned to starts up, the Software Installation runs before the Startup Scripts even though the Group Policy link Order is around the other way.

Any help will be greatly appreciated.

It would probably be best to do both processes in the same script, and use the scripting to language (VB or Bat I assume) to control the flow of things.
