Sometimes when I apply a GPO to a PC, I get this result in the Group Policy Results: -- Software Installation did not complete policy processing because a system restart is required for the settings to be applied. Group Policy will attempt to apply the settings the next time the computer is restarted.
Additional information may have been logged. Review the Policy Events tab in the console or the application event log for events between 10/18/2007 9:11:27 AM and 10/18/2007 9:11:28 AM. ---
And this I get after the computer was re-booted, why do I need to do a second boot of the PC for the GPO to take effect?

Good question. I recommend you start by searching on MS's site for information on this. Try all, or part, of the error message you get. Maybe something like:
Group Policy will attempt to apply the settings the next time the computer is restarted
or
Installation did not complete policy processing because a system restart is required
If those yield nothing, break it down to smaller chunks and try again:
