Is the entire taskbar--all the items in the row that includes START--also not showing? If so you may have 'auto-hide the taskbar' enabled. See if it'll show when you mouse-over the area where it should be. If so you can go to START--SETTINGS--TASKBAR AND START MENU and disable it there.
