get my links bar back

On my old computer with intenet explorer there was a way to customize the tool bars and drag the links bar. i had the latest ie. When i reinstalled the operating system this option was no longer available. And now i just bought a new computer and its the same way, the option to drag the links and make a whole new tool bar is not available. Is there ant way to do this now? I liked my links at the top of my page.

First look at View / Toolbars Is Links ticked ?
Second, are your toolbars locked ? Right click in the toolbar area, and remove the tick on Lock the Toolbars...then you should be able to drag them to wherever you fancy. Relock after you have them set as you want.

Did you check to see if the toolbar was locked? Click "view" then toolbars, then untick "lock toolbar"
