Wow you really need to give us more. Is this a home internet and if so is it DSL or Cable?

Most Cable modems will not allow you to setup a network using a Static IP so you will need a router. Do you have a router and if so did you turn off DHCP?

Some DSL modems are combo boxes with a built in router that can be configured. Do not know what you have though.

We also need to know what kind of NIC adaptor you are using and if it is Ethernet or WiFi?

Last what is the EXACT error and when do you get it? Do you get it right after configuring your TCP/IP stack?
