Which server software are you using?
Have you configured your router, assuming you are using one, to route FTP request to the server? If so, which model?

Can you connect to the server inside the network. e.g. on the local machine ftp to 127.0.0.1. or is it from the net you want to connect. If so make sure the ftp port (21) is passed to the correct machine.
