FTP Server Question

I got a problem with my FTP Server. I use FileZilla FTP and it cannot be accessed by some people. I have one user and password set up for testing purposes. When I open IE or an explorer window and type the address it asks for the user name and password. I enter the information and it does not let me in. If I open a command window and use ftp there it works perfectly. Another thing is that when I access if from work either through explorer or command prompt it works fine. I'm guessing I need new FTP software. Any good free software out there that I can set up multiple users and passwords? Thanks.
Other info: Windows Firewall port 21 allowed Router forwards port 21 to computer Norton AV 2004 Enabled.

Nothing wrong with the FTP software. IE is horrible and very unrelialbe when it comes to getting on FTP sites. You really should be test accesability with an FTP client.
