ftp not connecting

ok, I've never had to ftp before, but today I needed to. I attempted to log onto a password protected ftp site and got the error message "connection actively refused", I figured it must be the wrong password so I tried again and got the same message.
I then tried several open ftp sites and got the same error message. I have no firewall and I turned off the windows one. I tried changing the port that I ftp from and this hasn't made a difference. What might the problem be?
