Frozen mouse and keyboadr

CPU/Ram: 3.0 GHz/2GB

I have a machine that is running XP Pro. The keyboard and mouse does not work at the login screen. I have switched the keyboard and mouse out with working ones so I know it is not these devices. I can get into the bios of the motherboard with the keyboard. I doubt that this machine has had its virus or spyware updated while it was in use. I was told that it just quit working while they were surfing the internet. No recovery disk was created for this machine either. Can someone help me out?

Tried starting in safe mode, safe mode with network support, last good configuration. Same results, frozen mouse and keyboard. I'm convinced it's a bug.
