It could be a virus, trojan or worm.

It could be, you corrupted the Kernel.

Have you tried REPAIR by inserting the Win XP CD?

I hope you have made a system restore point.
Have you?

OK, you need to go into BIOS and make the CD ROM the first boot device. Reboot, hold down the DEL key and get into BIOS. Look ONLY FOR the boot sequence. Make the CD ROM the FIRST BOOT DEVICE. Then the A drive and finally your primary hard disk.
This will force the computer to boot from the cd drive. Of course, make sure, before saving BIOS, that you insert the CD into the computer drive. Then save BIOS change, reboot, this should force the computer to boot the CD. Try this first

Ok, it started to setup, but my comp when into safe mode and a message came up saying cannot setup xp in safe mode. Everytime to comp reboots, the setup comes up but its always in safe mode so I cant continue the setup. So how do I get it out of safe mode so I can continue the xp setup?

OK, let me understand...you have the CD in there, it boots into setup and then the computer goes into Safe Mode? Is this correct?

It should not be going into Safe Mode, it should be at a DOS installation level without booting into the System.

Try to be a little bit clearer on exactly what is happening step by step

exactly what you said is what is happening. I went to repair xp under the setup and then the computer went to restart itself. After it restarted itself, a screen came up saying continuing windows xp setup. Then immediately after that, the safe mode came up, in which a message popped up saying "windows xp setup cannot run under safe mode. Setup will restart" Then when it restarts, the same thing keeps happening. So is there anyway to get out of safe mode before it tries to setup xp?

Let me ask you something, have you fully booted into windows under safe mode?

I am trying to learn something here...just take the CD out and see if it goes into safe mode, ok?

Then, let me know what is happening.
