Frozen at Desktop

Hello,
I have a HP Pavilion computer running XP Home when I turn it on it goes right to the desktop like it was in standby mode or something but it wasn't. I can not see the mouse or any icons or taskbar, when I restart the computer it does the same thing no dos just right to the desktop it plays the windows welcome music but all I see is my desktop background. I would like to get into dos so I can try a safe mode startup but I cant seem to get that option.

Unplug it for total power down for a couple of minutes,then plug back in and turn it on.

Press the PF8 or Pf10 key on start up...
This should give you the safe boot option list.....Usualy it is PF8 but being a HP it could be different take note at what is written on the screen when the comp first starts.
