Freezes for about 30 sec after boot

Specs: Windows XP
I have just reinstalled win xp and it freezes after starting up. As soon as the desktop is displayed, everything freezes for about 30 sec and then everything is fine again.
this is a fresh install.
I have another HDD with an older version on win on that PC and this one loads up just fine, so it cannot be a hardware issue.
my UPNP is disabled... i have sp3 on a latitude D620

balmhood, SWAG, you probably have a bunch of extras in your start up menu that need to be deleted. Software writers think there's no possible way we can survive without their treasure so they put it there. That causes bloat which in turn triggers buffering until things get caught up. See if you can cull things.

i have reloaded yet again windows and found out that there seem to be a conflict between mcafee and malwarebyte.
everything works fine until I install Malwarebyte and everything freezes again + windows alert message (mcafee is disabled) but it actually runs (so my guess is malwarebyte shuts it off at some point).
