I don't think there's any such thing, free or otherwise.

A MIDI file is just like a piece of sheet music. All it has is the notes, no music. An MP3 actually holds all the music data in the file so it can play it back.

Well heres the thing,

I open outlook express and make a new letter, I click on format and choose background, I have among the options, picture-color-sound. I choose sound. I browse to part of a mp3 clip that I cut from a mp3 about ten seconds long. When I get ready to send the message it gives me a error saying one of the pictures has not been found which it is talking about the music. I send the letter and it will play on my computer but not to whom I send it too. Now when I click on browse to install a sound it automatically pops up the media folder which has wave sounds in it and if I click on files of type and the bottom I get midi files which has about three windows midi files there. All of the wave and midi sounds will go right into the email and work but the mp3 will not. I can browse to any of my wave files and they will work. I want the short mp3 clip to play but it will not. This may be kinda difficult to comprehend the way I have described it.

If I choose properties of the midi files I am talking about that windows describes it calls it a midi sequence. That is the file type it says. I must admit I have not fooled with midi files so I dont know what they are but I did find some convertors on google but they didnt accomplish what I wanted. I just want this short mp3 file to play in a email letter background. If I convert it to wave it makes it too large.

Try IncrediMail (an E-Mail Client). It is capable to send MP3 Files as background sound. You can also record your voice and send it ;-)
