I have got a tiny laptop but they dont seem to be able to help so i want to try another way. i want to reformat my hard drive. But! it has two partitions on it, and i want to reformat it to a state where it would be like have a new hard drive, i can only get into a comand promt that is in safe mode at the same time, where do i start and what do i do, please can any body help

assuming you have windows xp
if u make a startup disk, or in the end even if u pop in the bootable cd, itll ask u if u wanna reinstall xp. and stuff. there are partitions options in the xp setup. also if that doesnt work. I know a bootable floppy disk will. just make one thru my computer, restart with floppy in and and then format hd with xp on it. and format the other one too. after that restart with xp-boot cd. ull get the option to reformat hd and stuff, pretty easy from there.

Do you have a TINY [as in Brand name} Laptop.
They generally have a Recovery CD.
Use this, it runs Norton's Ghost and reimages your HDD.
After this, you'll have effectively a clean install, WARNING: it wipes out everything on the HDD.
Then use a tool like Partition Magic to do the partitioning for you.

Tiny have sent me three different recovery cd, it seem to that that because i brought at the beginning of the year when they became tiny/time they dont know which disk to send, they are no help at all i have even sent it off to them but they sent it back saying all was fixed, i shell NEVER buy Tiny/Time again.

I would suggest getting a copy of a win 98 start up on a floppy. then run a debug script on your HD this puts your HD back like it was new from the factory then you have to partition it and format it. Then you can load your opperating system from the ground up.
