Recovery disks don't "usually" allow the option to reformat... Typically they allow various degrees of restore/repair - i.e Restore to factory-gate/deleivery status (all data is lost - aka a destructive restore); partial (a sort of repair) restore - data is (well may be) safe and not lost in process.

I don't know of any that allow you in effect run a Recovery Console option.... And if trying to reformat c: from within Windows itself then logically it won't allow it anyway...

Why the need to reformat; and also the need to thus re-install the OS? And regardless of the what/why... have you first ensured that all data is safely copied to optical-media and/or another (typically external) hard-drive? If yoiu haven't then do that first - so as to safeguard all those important files and such... - first.
