Look at event viewer for clues to why the dependancy didn't start.

Might want to run chkdsk /f on both drive letters to check disk integrity.

Thinking about reformatting the entire drive is like junking your car when it ran out of gas.

Imagine the power if you knew how to internet search

Not sure about this but could be because you are not logged in with administrator priviedges.

"Logical disc manager - The dependency service or group failed to start"

Is the above the entire message or is there also an error number?

Sounds like the OP is now going to leave the drive as is and simply needs to format a logical drive. Could be that they did take some action to cause their current problem. I would consider this a different issue myself.
(edit)
After rereading both threads I see some differences here. The OP is stating they nowhave 2 partitions. The other thread indicates 3 partitions.

You need to respond and clarify what you have and if this is even the same system.

One of the following error messages may occur:
The Logical Disk Manager service is disabled. A connection cannot be established.
Unable to connect to Logical Disk Manager service.
The dependency service or group failed to start.
The specified service does not exist as an installed service.
The dependency service does not exist or has been marked for deletion.
This happens if one of the following services are missing in the system.
* Logical Disk Manager
* Logical Disk Manager Administrative Service
To restore the missing services, download diskmgmt.reg file available at the bottom of this page and save it to Desktop. Then, right-click the file and choose Merge. Click Yes to confirm. Restart Windows and see if you're able to launch Disk Managemt MMC successfully.

Are you sure you want to format the D drive? That could be the factory recovery image.
