For loop to organize files in folders

I have a problem that I my limited knowledge of command line can't solve.
I need to create a batch file that will do the following.
In directoy X:\Files, I have say 100 pdf files all named ########-xxx.pdf
In a separate directoy X:\Folders I have 100 folders matching the first 8 characters of the pdf file name (########).
What I need is for the script to do read the name of each pdf file, then take the first 8 characters of the PDF file and then move it to the folder that matches those 8 characters.
