Folder bar view as the default

Try as I may I can not make my folder view default to the folder bar. You know.. folder tree on the left, folder/files on the right. Everytime I set it (View | Explorer Bar | Folders) and then apply it to all folders I always get the default XP crap on the left side. What am I doing wrong?

delete the following reg keys. this is where the data is stored. [HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam\BagMRU] [HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam\Bags] they will be recreated at reboot.
