flushing arp cache, network prob!!

so i searche donline and cant find any solution but my internet pings at a lil over 200 which is NG, i should be around 30-40. i hit repair in network connections but it only comes up with "the following steps of the repair operation failed: flushing the ARP cache". sources online say flush manually by using arp -d to delete them and check with arp -a. but to no avail. i also switched some services i messed with earlier to "automatic" and started them but still no dice. anyone got a solution? please, this is THE SUCKS! thx
