Fixable hal.dll problem?boot.ini?

I am having the error message at boot regarding the missing or corrupt hal.dll file. I have tried copying it from my XP CD. I try the bootcfg /rebuild command it says there is an error on the disk. I then do the chkdsk /r and it goes through very slowly. It will get to 75% and then go back to 50%. When it finally finishes, I try the bootcfg /rebuild command again and I still have errors.
Everything I have read says that should do it but nothing is working. What can I do? I appreciate any and all help. I did a search for this, but it seems like these commands fix this problem most of the time so that is why I am posting another thread regarding this. Thanks.

windows repair at the command prompt or go through the setup and then repair an existing windows installation? If I do that, will it erase any of my files, including those in the documents and settings folder?

A windows repair only refreshes the OS files. Just make sure to read all the screens and do a 'Repair' and not an install.
