rename the catroot2 folder "catroot2ms" install the service pack-1 update either from a cd which you can optain from microsoft or directly from you computer hard drive (do not attempt from express update site) the sp 1 update is a 130 meg file which is located at http://premierdownload.microsoft.com/download/whistler/SP/SP1/WXP/en-us/xpsp1_en_x86.exe.
running the sp-1 update will cause a new catroot2 folder to be created and will correct the update.inf problems as well as most errors created when express update refuses to process updates & returns an error message indicating that the updates are not microsoft xp certified & tested.
