FireWire port non-functional

My firewire port does not recognize my connected and turned ON DV camcorder. If I remove the driver, re-boot and let PNP find the new hardware and install it the port will recognize and operate the Dv camcorder until it is turned OFF. To use it again, I must go through the entire procedure again. What changes must be made to Windows XP to keep the port active and available for use? Westinghouse techs are as stumpped as I am.
