Firewall Problem

CPU/Ram: AMD Athlon XP2100 1.RAM 1.5Gb

Most times I switch on my PC a 'balloon' prompt comes up saying the Firewall is not activated - but it is! When I look under Firewall in Control Panel it very definitely says 'ON' Having now run out of things to try I'm hoping one of you kind folk might have some ideas.

Turn it off, exit and turn it back on.
If hte message reappears and is still showing On then search for malware that is turning it off so that it can call home wiht your valued information.

Dear Bryan - It is very kind of you to offer this advice. I have done as you suggest and now get the following prompt: Due to an unidentified problem Windows cannot display Windows Firewall settings. I have Eset NOD32 Antivirus on the PC. Should I run that or is there something else you have in mind?
