Hello, I had to reformat and reinstall windows, I backed up my whole hard drive to an external hard drive. My question is, is there a way to transfer my files and settings and possibly programs back on to my computer from the external hard drive.

Programs you will need to reinstall. Most settings will need to be manually reconfigured. You can copy and paste files from the backup drive to your current drive.

Yes. Run the File and Settings Transfer Wizard.

File and Settings Transfer Wizard will not work in this situation. It needs to be run from within Windows on the computer who's settings you want to save. In this situation, that is not possible.

RT, I just realized that after I reread the post.
Herc, programs will need to be reinstalled. Files and settings may have to be copied depending on where they resided. If all were in your profile, then you can just copy from the old profile to the new.
